Jen Kiggans is the biggest threat to her constituents well-being and quality of life. As a state senator and now as a Congresswoman, Kiggans has shown that she’s a far-right conservative who would rather run away from Virginians than fight for them. She voted to kick Virginians off of their health coverage by supporting the Big Ugly Bill, breaking her numerous earlier promises to protect those very benefits. She then called the bill a “win” for her district, despite the fact that a major hospital in it was at-risk of closing due to the bill’s cuts. Kiggans claimed Trump’s tariffs put the country in a good direction before casting the deciding vote to protect them. She told Virginians who lost their job due to DOGE cuts to “go out and get” another job. She even ran away when asked why she refused to protect veterans from predatory payday lenders. That’s a clear pattern: cuts to care, higher costs, fewer services, and excuses instead of results for Virginians.

¶ Kiggans Broke Her Promise And Voted For Massive Medicare Cuts
- Before getting elected to Congress, Kiggans promised to protect her constituents’ Medicare benefits. However, when presented the opportunity to stand by her word, Kiggans broke her promises. In 2025, Kiggans voted for Republicans’ reconciliation bill, which the Congressional Budget Office estimated would trigger nearly $500 billion in cuts to Medicare, absent future congressional action.

¶ Kiggans Watched While Social Security And Federal Workers Came Under Attack
- Kiggans claimed what Trump’s “Department of Government Efficiency” was doing was “so necessary.” Meanwhile, DOGE laid off thousands of federal workers in Virginia and DOGE-driven cuts and downsizing were affecting the federal government’s ability to deliver services to seniors. Kiggans even downplayed Trump’s layoffs of Virginians. Only in November 2025, after reports that DOGE canceled at least 70 contracts with veteran-owned businesses in her district, did Kiggans claim to be “actively working to review and reverse” DOGE’s detrimental cuts. More than 158,000 Virginians in Kiggans district relied on Social Security benefits and more than 30,000 were employed by the federal government.
Message: Kiggans thought it was “so necessary” that Virginia workers lost their jobs and seniors waited longer for services.
Message: Kiggans thought Virginians getting laid off and paying higher prices meant the country was going in a good direction.
- Kiggans promised to protect clean energy tax credits created by the Inflation Reduction Act, touting that they “drive billions of dollars of investment” and were “actively helping out armed forces, small businesses, and everyday families,” before voting multiple times to gut the exact same credits. After each vote, she played down the impact of the cuts while simultaneously pleading with Republican leadership to scale back the cuts that threatened thousands of clean energy jobs across Virginia.
- This wasn’t her first time threatening clean energy jobs in Virginia, either. During her first term in office, Kiggans voted for the Limit, Save, Grow Act, which sought to reset the clean energy tax code to before passage of the Inflation Reduction Act. At the time, Kiggans said she was “proud” to support the bill.
Message: Despite promising to protect clean energy tax credits that supported Virginia jobs and businesses, Kiggans bent the knee to Republican leadership and voted to gut them.
- While serving in the Virginia State Senate in 2020, Kiggans voted against a bill that sought to crackdown on predatory payday lenders, which were known to target service members.
- Prior to voting against the bill, Kiggans’ campaign accepted $20,000 in campaign donations from GOPAC, which had raised at least $100,000 of its money from payday lenders.
- When confronted about the vote, Kiggans repeatedly refused to explain herself and quickly walked out of the interview.
