Kiggans voted for the U.S. House Budget framework that directed the House Energy and Commerce Committee to make $880 billion in cuts. She also called the framework a “step in the right direction.” It has been widely reported that House Republicans would have to cut Medicaid in order to achieve that goal. 11 percent or more than 69,000 Virginians in Kiggans’ district relied on Medicaid or CHIP for health insurance.
Kiggans has previously opposed legislation that provided affordable health care options to Virginians. In 2019, Kiggans said she opposed the Affordable Care Act. Kiggans also criticized the Inflation Reduction Act, which lowered prescription drug costs for more than 193,000 Virginians on Medicare.
In February, Kiggans defended DOGE and claimed its cuts to the federal government were “so necessary.” DOGE has forced mass layoffs to the Social Security Administration, longer wait times for beneficiaries, and caused frequent website crashes. In 2023, 153,893 Virginians in Kiggans’ district relied on Social Security benefits.
Kiggans has also defended Trump’s tariffs and told Virginians to be “patient with the process and remember the end goal.” She then voted for a legislative trick that protected Trump's tariffs from being overturned by Congress for a full year. Trump’s tariffs were already causing layoffs in Virginia and creating uncertainty for Virginia businesses.
While she was serving in the Virginia State Senate in 2020, Kiggans voted against a bill that sought to crackdown on predatory payday lenders, which are known to target service members. Prior to voting against the bill, it was reported that Kiggans’ campaign accepted $20,000 in campaign donations from GOPAC, which had raised at least $100,000 of its money from payday lenders. When confronted about the vote, Kiggans repeatedly refused to explain herself and quickly walked out of the interview.
