Murphy expressed extreme anti-choice views that put North Carolina women at-risk. In 2023, he co-sponsored the Life at Conception Act, a near-total abortion ban that provided no protection for IVF. After the Supreme Court overturned Roe v. Wade, Murphy touted the decision and wrote “no one forces anyone to have sex” for which he was roundly criticized.

¶ Murphy supported a total abortion ban that had no protections for ivf
1/20/23: Murphy Cosponsored The Life At Conception Act. [H.R. 431, “Life at Conception Act,” Introduced 1/20/23, Cosponsored 10/6/23]
The Life At Conception Act Would Have Banned Nearly All Abortions Nationwide. According to the Washington Post, "The congressional proposal, known as the Life at Conception Act, defines a ‘human being’ to ‘include each member of the species homo sapiens at all stages of life, including the moment of fertilization or cloning, or other moment at which an individual member of the human species comes into being.’ The bill would also provide equal protection under the 14th Amendment ‘for the right to life of each born and preborn human person.’ The measure has no provisions for processes like IVF, meaning access to the procedure would not be protected. It would ban nearly all abortions nationwide." [Washington Post, 2/25/24]
The Life At Conception Act Did Not Include A Carveout For IVF. According to the Washington Post, “The measure has no provisions for processes like IVF, meaning access to the procedure would not be protected. It would ban nearly all abortions nationwide." [Washington Post, 2/25/24]
¶ After The Supreme COurt Struck Down Roe V. Wade, Murphy Tweeted “No one FOrces Anyone To Have Sex”
June 2022: Hours After The Supreme Court Struck Down Roe V. Wade, Murphy Tweeted “No One Forces Anyone To Have Sex.” According to NC Newsline, “In the hours after the U.S. Supreme Court overturned the landmark Roe v. Wade ruling about the constitutional right to an abortion, there have been countless reactions to the opinion on social media. But a hot take by U.S. Rep. Greg Murphy, representing parts of eastern North Carolina, raised some eyebrows: A tweet, since deleted, from the congressman’s official Twitter account on Sunday read: ‘No one forces anyone to have sex.’”
Murphy Later Deleted The Tweet, But Raleigh’s News & Observer Called Him Out For Ignoring Data On Rape And Sexual Assault In The U.S. According to opinion published by the News & Observer Editorial Board, “It should go without saying that people do force other people to have sex, and it sometimes does result in an unwanted pregnancy. Nearly one in five women has experienced completed or attempted rape during their lifetime, according to research from the CDC. Many men are victims of rape, too. Murphy should know this, because in addition to being a congressman, he is also a doctor. He’s a urologist who attended medical school at UNC-Chapel Hill, served as chief of staff of Vidant Medical Center and has held several prominent board positions, according to the biography on his website. Maybe in a perfect world, sexual assault survivors would never have to choose whether to terminate a pregnancy because they never would have been raped in the first place. But that’s not the world we live in. Murphy’s erasure of this reality is shameful and wholly unbecoming of any public official, let alone one who purports to use his medical expertise to advocate for his constituents. Besides, it shouldn’t matter whether someone was forced to have sex or not. What a person chooses to do with their body should be just that — a choice — and they shouldn’t have to give birth unless they want to.” [Opinion – News & Observer Editorial Board, 6/30/22]
NC Newsline Highlighted Several Statistics Regarding Rape And Sexual Assault In The U.S. That Murphy Ignored. According to NC Newsline, “Rep. Murphy, who is a medical doctor, should also be aware that: One in three female victims of rape or attempted rape experienced that assault for the first time between the ages of 11 and 17. (Source: National Crime Victimization Survey) About 1 in 4 girls and 1 in 13 boys in the United States experience child sexual abuse. (Source: CDC) The majority of sexual assaults often occur at or close to the victim’s home. Fifteen percent of cases occur in an open, public place. (Source: RAINN – Rape, Abuse & Incest National Network) In a 2019 study of college students at UNC-CH, more than 20% of the nearly 6,000 students who responded to a survey said they experienced sexual touching or penetration involving physical force and an inability to consent or stop what was happening. (Read more about the Association of American Universities’ (AAU) Campus Climate Survey on Sexual Assault and Sexual Misconduct here.)” [NC Newsline, 6/28/22]
The Statistics Included That According To The NC Council For Women And Youth Involvement, Between June 2020 And June 2021 11,094 People Sought Help For Sexual Assault In North Carolina. According to NC Newsline, “The NC Council for Women and Youth Involvement (CFWYI) also compiles statistical data for domestic violence (DV) and sexual assault from their grantees. A few number from their latest data: 11,094 clients sought in person or remote help for sexual assault in North Carolina (June 2020-June 2021.) 1,297 of those clients were between the age of 0-12. 1,077 of those clients were between the age of 13-17. 368 of the clients seeking help were victims of human trafficking. The NC Council for Women and Youth Involvement reports that of the reported offenders in cases of sexual assault, only 4% of the assaults were perpetuated by strangers.” [NC Newsline, 6/28/22]
¶ Murphy Called The Overturning Of Roe V. Wade A “Momentous Day For The Pro-Life Movement”
Murphy Praised The Overturning Of Roe V. Wade And Said Roe V. Wade Was “Errantly Constructed” As An “Assault On The Unalienable Right To Life.” According to a press release from Rep. Greg Murphy, “Congressman Greg Murphy, M.D. (NC-03) released the following statement after the U.S. Supreme Court announced its decision in the Dobbs v. Jackson Women's Health Organization case, overturning Roe v. Wade: ‘Today is a momentous day for the pro-life movement,’ said Rep. Murphy. ‘The Supreme Court, basing their decision on the 14th Amendment, has ruled that, ‘the Constitution does not confer a right to abortion.' Roe v. Wade was errantly constructed, both as an assault on the unalienable right to life, as well as a gross violation of the 14th Amendment – overriding states' rights in the name of federal overreach. The Supreme Court's ruling is constitutionally valid, as the decision on abortion will now rightfully be returned to the American people and their elected representatives.’” [Press Release – Rep. Greg Murphy, 6/24/22]

The absence of protections for babies born in botched abortions is immoral and a stain on our country. This bill is not about abortion.
