¶ How To Win Against Andy Harris
Andy Harris is a physician who has spent his career in Congress making health care harder to access and more expensive for the people he represents. He demanded his own taxpayer-funded health insurance start immediately upon taking office — then spent the next 15 years voting to repeal or undermine the ACA that cut the uninsured rate in his district by 54%. As Freedom Caucus chair, Harris pushed to accelerate Medicaid changes that could strip coverage from 24,000 people in his own district — in a county where 23% of residents rely on Medicaid and 41% of children are on federal health insurance. He voted for the One Big Beautiful Bill's $186 billion SNAP cut — the largest in history — threatening 33,613 households in his district, then called the work requirements a "major win."
He cheered Trump's tariffs while they crushed Eastern Shore soybean farmers and raised costs on the fertilizer and steel his district's 4,600 farms depend on. He voted to overturn the 2020 election even after the Capitol was stormed, then tried to bring a concealed gun onto the House floor two weeks later. ¶ HEALTH CARE: A DOCTOR WHO VOTES AGAINST HIS PATIENTS
Harris demanded his government health plan start immediately upon taking office while campaigning to repeal the ACA — which cut the uninsured rate in his district by 54%, more than any other district in Maryland.
As Freedom Caucus chair, he pushed to accelerate Medicaid work requirements that could strip coverage from 24,000 people in his district, where 23% of residents rely on Medicaid.
He was the only Maryland congressman to vote against the Inflation Reduction Act, which capped insulin at $35 and let Medicare negotiate drug prices.
He has accepted over $1.3 million from health sector PACs, including a $1,000 donation from Perdue Parma during hte opioid crisis.

¶ AFFORDABILITY: CHEERED TARIFFS WHILE FARMERS AND FAMILIES PAY THE PRICE
Harris declared "we will win the trade war" while China retaliated with a 37% tariff on Eastern Shore soybeans and a 15% tariff on Delmarva chicken, and tariffs raised costs on fertilizer and steel that his district's 4,600 farms depend on.
He voted for SNAP cuts threatening 33,613 households in his district, including 15,684 with children, while CBO found the bill would make the poorest Americans $1,200 poorer and the richest $13,600 richer.
He voted to repeal clean energy tax credits worth up to $9,000 for Maryland homeowners, calling them the "Green New Scam."

¶ JOBS AND THE ECONOMY: VOTED AGAINST EVERY MAJOR INVESTMENT
Harris voted against the bipartisan Infrastructure Law that delivered over $7 billion to Maryland, including $267 million in broadband for underserved Eastern Shore communities.
He voted against the CHIPS Act, which invested in American semiconductor manufacturing, and voted against raising the minimum wage to $15.
He defended DOGE mass layoffs that eliminated nearly 25,000 federal jobs in Maryland, calling federal workers' jobs "immoral" and sending form letters to 23,000 constituents who pleaded for help.
Message: Harris voted against billions in infrastructure and jobs for Maryland, then called his own constituents' livelihoods "immoral."
¶ EXTREME: JANUARY 6 AND THE GUN INCIDENT
Harris voted to overturn the 2020 election results from both Arizona and Pennsylvania — even after the Capitol was stormed. He had been summoned to the White House to discuss overturning the election and signed the Texas amicus brief seeking to overturn the results.
Two weeks later, Harris set off a metal detector near the House chamber while carrying a concealed firearm. When an officer detected the gun, Harris tried to hand it to another congressman, who refused.
The Baltimore Sun called Harris an "unrepentant Jan. 6 co-conspirator".
Message: Harris tried to overturn the election, then tried to bring a gun onto the House floor. He is unfit for office.
¶ FREEDOM CAUCUS EXTREMISM AND PERSONAL SCANDALS
Harris was elected Freedom Caucus chair with Trump's endorsement and Project 2025 backing. He has said he would support a national abortion ban after approximately six weeks.
He was accused of an ethics violation for failing to disclose his wife's consulting income from his own campaign committees.
Message: Harris is an extremist who pushes national abortion bans while hiding his wife's income from ethics regulators.
